webpage-scrape took the capture group with sed -E "s/$pattern/\1/", so a pattern with a /, a path on a download page for one, ended the s command and failed every run, while validate-pkg.sh reported it valid. capture_matches in scripts/lib.sh now finds the matches with grep -oE and takes the group with bash [[ =~ ]] and BASH_REMATCH[1]. No sed runs the pattern any more.

validate-pkg.sh checks the pattern with ere_valid, which compiles it with bash: bash refuses some patterns that grep -E takes, (?:...) and *x among them. docs/WORKFLOW.md 3.13 describes the change, and its example /download/v([0-9.]+)/ works now.

validate-pkg.sh compiles the pattern with bash as the strategy does.
