Resolves SOFT-5187

Adds release-prep, the version bump the README lists under Phase 3, as a composite action plus a caller workflow to copy. It follows the shape #3 set: the logic is a CommonJS module run by actions/github-script, inputs reach it through env, and it is unit tested with node:test against the shared harness.

What it does

From the root of the checkout, in order:

  1. pup replace-version <version> bumps every file in the .puprc's paths.versions.
  2. pup replace-tbd <version> replaces the TBD placeholders in checks.tbd.dirs.
  3. stellarwp/changelogger@v1 (command: write) writes the pending changelog/ entries.
  4. Everything that changed is committed to branch as Prepare <branch> (<version>), through the GitHub API.

It opens no pull request: the commit lands on the release branch and is reviewed with the release. It is what bin/release-prep.sh in givewp does locally, and what learndash-core's release-prep.yml does minus the pull request, with pup's TBD replacement instead of sed.

Choices worth a look

  • Composite action plus a template, no workflow_call yet. Same reasoning as release-tags.yml: a reusable workflow would have to pin a version of this repo. The Phase 3 item now reads as the wrapper around this action.
  • Checks pup does not make. pup reads a missing or broken .puprc as empty, bumps nothing and exits 0. The action refuses a missing .puprc, invalid JSON and an empty paths.versions before anything runs, and warns when checks.tbd.dirs or the changelogger section is missing, or when the changelogger uses a custom versioning strategy.
  • Versions. Validated against the versioning strategy the repository's changelogger configures (changelogger.versioning in package.json): three or four numeric parts for stellarwp, a semver version for semver or no section, no shape check for a custom strategy, and a value the changelogger does not know fails at once. The action refuses what the changelog step would refuse, before pup has run. An empty version is refused up front.
  • Date. The changelogger action writes the date as given, so today would land as the word and an empty input as an empty date. The action resolves both to today in UTC first.
  • Commit through the API. The changes are listed with git (git add --all, git diff --cached --raw), uploaded as blobs, put in a tree built on the checkout's own tree, and committed with the checkout's own HEAD as the parent. The ref update is not forced, so a branch that moved after the checkout is refused as a push would be. Nothing is pushed with git: the caller checks out with persist-credentials: false, no token reaches git or the log, and GitHub signs the commit. The runner's checkout stays on the commit it had, with the prepared files in the working tree.
  • No version lower than the branch's. Before changing anything, pup reads the version the branch already has (pup get-version). Preparing 4.17.0 on a branch at 4.18.0 is refused: it would bump the plugin backwards, so the version or the branch is wrong. The same version passes, since that is what re-running a preparation finds. Only the numeric start is compared, so 4.17.0-beta.1 counts as 4.17.0.
  • The checkout has to be on branch. The commit's parent is the checkout's HEAD, and from another branch that the release branch is an ancestor of, the ref update would be a fast-forward and the release would pick up that branch's commits (a run started from main whose checkout got no ref, for instance). The action checks the checked-out branch first and refuses a different branch or a detached checkout.
  • Re-running a version the branch already holds changes nothing, calls no API, and succeeds.
  • Which pup runs. pup-version pins a release or tracks latest (the default, read through the API with token). The release's pup.phar asset decides whether the action can run it: a release without one (1.2.3, 0.0.1, and the TypeScript line once it ships) fails the prepare step naming a pin to use, and a pinned release that does not exist fails with "is not a release". How the TypeScript line will be called is left open until it ships a distribution.
  • No Tested up to bump yet; it stays on the Phase 3 item.

Harness changes

  • recordingExec, a stand-in for @actions/exec that answers from rules and records calls, like recordingFetch. A call no rule plans for answers exit 127.
  • A job summary reader. core.summary keeps the path of its first write for the life of the process, so it is one file per process, read from an offset per test.
  • A fix: captureStdout also collected the test runner's own reports. node --test runs each file in a child that reports to the parent over stdout, as Buffers written whenever the runner flushes, which can be during a later test that awaits. Those reports were swallowed, and the file counted as one test while still passing. The existing tests are quick enough not to hit it; the git tests here did. Only strings are collected now, which is what @actions/core writes.

Tests

node --test: 196 pass, on every commit of the branch. The commit step's tests run real git against a local checkout to list the changes and send the commit to an Octokit whose network is a stand-in that records every request: the tree, the parent, the unforced ref update, a non-fast-forward refusal and a binary upload are asserted on the requests. The pup steps run against recordingExec.

actionlint 1.7.12 is clean on the template and, through a local uses: ./ caller, on the manifest. It flags queue: max in release-tags.yml, which it does not know yet; that file is untouched here.

Verified end to end

On two private test plugins in this org, each with a .puprc (three version spots: the plugin header, a constant and readme.txt's Stable tag), a changelogger section using stellarwp-readme, and a toolbox-release-prep.yml copied from the template. Every run was dispatched the way the NX1 release dashboard does it, with branch and version only, so date took the default path.

After the move to the API commit and the per-strategy validation:

Case Run Result
Prepare 2.1.30 (stellarwp) release-test-plugin-a#39493418602 3 versions, 7 TBDs, 3 changelog entries; one commit through the API, verified signature, parent = the branch head before the run.
Prepare 1.1.5 (stellarwp) release-test-plugin-b#39493418550 Same, commit.
Prepare 2.1.31-beta.1, no versioning in package.json release-test-plugin-a#39495363233 Accepted as semver; versions, TBD and changelog entry written with the pre-release.
Version 2.1.31.1, same repository release-test-plugin-a#39495169816 Refused before anything runs: the changelogger validates it as semver.
versioning: "foo" release-test-plugin-a#39495436661 Refused before anything runs: not a strategy the changelogger knows.
pup-version: 1.2.3 (a release without a phar) release-test-plugin-a#39495195857 Fails naming a pin to use; nothing downloaded.
pup-version: 9.9.9 (no such release) release-test-plugin-a#39495221639 Fails with "is not a release: check pup-version for a typo".

Earlier runs, when the action still pushed with git; what they check has not changed:

Case Run Result
Prepare 2.1.26 release-test-plugin-a#37830691956 3 versions, 10 TBDs across PHP and JS (@since, @deprecated, _deprecated_function), 4 changelog entries written as = [2.1.26] 2026-10-08 =, one commit pushed. Two prose mentions of "TBD" left alone.
Same version again release-test-plugin-a#37832280400 Succeeds, "Nothing changed", no commit, branch head unchanged.
Version 2.1..21 release-test-plugin-a#37835443676 Fails in the first step with "not a version this action can prepare"; no download, no pup, no git; branch head unchanged.
Empty version none With version required, GitHub refuses the dispatch itself: HTTP 422: Required input 'version' not provided.
Prepare 1.1.3 release-test-plugin-b#37839608910 3 versions, 8 TBDs, 4 changelog entries, one commit.

What those runs committed, to compare against the branch before each ran:

Both releases then went through the RC build and the deploy, which read the prepared version back from the plugin file.

These runs used the action at d5326e9, before the checkout check above was added. The head of this branch, with the check, was confirmed afterwards with one more prepare on a scratch branch of release-test-plugin-a: release-test-plugin-a#37841543543, version 2.1.27, one TBD replaced, the changelog entry written, one commit pushed.

The version check was confirmed the same way at e835e28, on a scratch branch at 2.1.26: 2.1.25 is refused ("already has 2.1.26, a later version", nothing pushed), and 2.1.27 prepares as usual.

Trying it yourself

  1. In a plugin repository, add a .puprc with paths.versions and checks.tbd.dirs, and a changelogger section in package.json (both shown in the action's README).
  2. Copy templates/workflows/release-prep.yml to .github/workflows/ on the default branch, with uses: pointing at this branch.
  3. Cut release/x.y.z, and on it add a function with @since TBD and an entry in changelog/.
  4. gh workflow run release-prep.yml --ref release/x.y.z -f branch=release/x.y.z -f version=x.y.z
  5. The branch gets one commit, Prepare release/x.y.z (x.y.z), by github-actions[bot]: the version in every paths.versions file, the TBDs replaced, the entries written into the changelog file with today's date and deleted from changelog/.
  6. Run step 4 again: the job succeeds and commits nothing. With -f version=1.2..3 it fails before changing anything.

Summary by CodeRabbit

Summary

  • New Features
    • Added a manually triggered release-preparation workflow. Specify a release branch and version, with an optional date.

Some concerns.

It may be worthwhile to finish up the TS pup port before merging this? It should be 99% done. I believe all that's really left is CRs and creating GitHub Actions for it?

I just haven't been able to devote any time to it. If you'd like to move that forward, I'd be 100% ok with that :)

Note: There's some weird branch dependencies with TS pup as the idea was to ensure each PR only depended on what it needed to function, so you'll want to be careful when merging.

SOFT-5187

The input only ever accepts a branch name, never a full ref, so the name
said something the value could not be. The workflow-level input of the
template stays `ref`: that is the dispatch interface a release tool
sends, unchanged.
…oded default

pup-version now takes a release number or 'latest' (the default). A pinned
release still downloads straight from its release page, with no API call;
'latest' reads the newest release through the GitHub API, authenticated
with the action token so the runner's shared unauthenticated quota is not
spent.
…floating-tags actions

Both actions carried the same part-by-part version ordering. It now lives
in .github/lib/versions.js, which ships in the same repository checkout
the runner fetches for the action: one implementation, no package to
publish, nothing for a caller to install.
A release's pup.phar asset decides how the preparation runs, not a version
comparison: the phar is there and the action runs it as it always has; it
answers 404 and the release is the TypeScript line, which runs through its
own GitHub Action. The manifest carries those calls already — conditioned
on the distribution the prepare step reports, so they stay inert until a
phar-less release exists — spelling out the interface the pup action is
expected to ship, the changelogger pattern this action already uses. uses:
only takes a static ref, so the floating major tag @V3 is the moving pin.

The branch-version check stays on the phar path for now; the TS contract
does not define it. The asset check is a HEAD request, not the releases
API, so a pinned pup-version stays free of API calls.

The review called out the docs reading like model output: evaluative
framing, asides that explain how to regard a fact, phrases that cushion
what is plain. This rewrites the file for a human reader: each sentence
states one fact with a literal verb, the refused-version list carries
only the rule and its cause, and the operational sections (pushing,
dates, reruns) drop the commentary.
A response without tag_name would build a download URL for
…/download/undefined/pup.phar, whose 404 the distribution check reads as
"no phar" — silently routing the run into the TypeScript branch. The tag
is now validated against the release-number pattern before it is used, so
a broken response fails the run instead of misrouting it.
…wiring its steps

The manifest carried the TypeScript-line calls as conditional steps, but a
composite action's uses: references resolve when the job is set up, not when
the step runs — so the conditional stellarwp/pup@v3 broke every prepare,
including phar releases, until that action exists (verified on the test
plugins: job setup fails with 'unable to find version v3'). The steps are
removed; a release without a pup.phar now fails the prepare step with the
pin to use instead, and the README records why the wiring waits for the
pup action to exist.
… branch

One name for one concept: the action's input is branch, and the workflow a
release tool dispatches now says branch too. The checkout keeps its own ref
input, fed from inputs.branch.

Thanks for the offer, and for the heads-up on the branch dependencies. I can't take the TS port right now: the release dashboard side has important work in flight and I don't have the capacity. If it is still open when that settles, I'd be glad to pick it up, equally happy for you to get there first.

The action is planned so the TS update doesn't break the contract: old releases keep running the phar path, new TS releases run through the pup actions once they exist, same inputs and outputs either way. Callers don't change when the flip happens.

I tried to leave that wired already (conditional uses: stellarwp/pup@v3 with command:, the changelogger pattern), but it broke every run: composite actions resolve all uses: at job setup, so a conditional reference to a missing action fails the job before any step runs (https://github.com/stellarwp/release-test-plugin-a/actions/runs/38959487655 / https://github.com/stellarwp/release-test-plugin-b/actions/runs/38959487708). I reverted that in 37e9a2e: a phar-less release now fails the prepare step with a clear message, and the distribution output already reports ts, so the wiring is a pure addition once the pup actions exist.

The interface settled as branch end to end (the dashboard side is stellarwp/nexcess-one#136). The final shape is verified end to end on both test plugins with that contract: https://github.com/stellarwp/release-test-plugin-a/actions/runs/38972543537 / https://github.com/stellarwp/release-test-plugin-b/actions/runs/38972543769 (latest resolution against the real pup repo, asset detection, version bump, TBDs, changelog, commit and push).

publishes a release without one, the action runs that release's own GitHub Action instead.

We don't have the logic here for running the GitHub Action, so we should remove that from the description. Based on this it may actually make sense to not use a GitHub Action anyway.

Resolved in 5743a70. The description now says what the action does: a release without a pup.phar asset is not supported yet, the step fails and names a pin to use. While fixing it I found the README and the JSDoc also claimed every release up to 2.0.0 ships a phar, which 1.2.3 and 0.0.1 contradict; both say "every release from 1.2.4 to 2.0.0" now.

…TS comment

"The floating major tag is the moving pin" and "fails here, loudly, with
the way out" made the reader work out what the sentence meant. Both now
state the fact: `@v3` resolves to the newest v3.x release, and a
phar-less release fails with an error that names the pin to use.

…ns without one

The pup-version description promised that a phar-less release would run
through pup's own GitHub Action. There is no such logic: the prepare
step fails and names a pin to use instead. The README and the JSDoc of
resolvePupDistribution also said every release up to 2.0.0 ships a
phar, which the published releases contradict: 1.2.3 and 0.0.1 have
none. The three now describe what the action does and which releases
it can run.

…pup release from a phar-less one

The prepare step set a `distribution` output that the manifest never
declared, so no caller could read it. It is declared now, described as
what it is on a run that succeeds: `phar`.

A pinned pup-version that does not exist, a typo for instance, got the
same 404 on the phar asset as a release that exists without one, and
the error blamed the missing phar. A second HEAD request, to the
release page, tells the two apart: a missing release fails with "is not
a release: check pup-version for a typo", and a release without a phar
keeps its own message, now without claiming it is the TypeScript line
(pup 1.2.3 and 0.0.1 are published releases without one). A pinned
release still makes no API call.

…elogger strategy

The action applied the stellarwp shape, three or four numeric parts, to
every repository, while the changelogger's default is semver and a
repository only gets stellarwp by setting changelogger.versioning. On a
semver repository 4.17.0.1 passed the action, pup bumped the files, and
the changelog step then failed on the version, leaving a half-prepared
working tree; 4.17.0-beta.1 was refused although the changelog step
would take it.

readChangeloggerStrategy reads changelogger.versioning from package.json
the way the changelogger does: no section, no file or invalid JSON mean
semver; a .js or .ts file is a custom strategy; any other value fails
here, since the changelogger fails on it before it looks at the changes.
validateVersion checks the stellarwp shape or a semver.org version
accordingly, and leaves a custom strategy to the changelog step with a
warning. A leading v is refused under semver even though the semver
package takes it: the version goes into the version files and the tag
as given. The branch-version comparison reads the numeric start of the
version, so 4.17.0-beta.1 counts as 4.17.0, and a version that starts
with no number only warns. The commit step checks only that its version,
the prepare step's validated output, is not empty.

The README, the version input's description and the JSDoc of the
stellarwp pattern describe the per-strategy rule.

The commit step committed with git and pushed with the token handed to
git through its environment, which took pushEnv, basicCredential, the
extraheader reset for a checkout that persisted its credentials, and
most of the README's Pushing section. The step now lists the changes
with git and creates the commit through the Octokit github-script
supplies: one blob per changed file, uploaded as base64 so a binary
survives; a tree built on the checkout's own tree, with a deletion as a
null sha and the mode read from the raw diff; a commit whose parent is
the checkout's own head; and a ref update that is not forced, so a
branch that moved after the checkout is refused as a push would refuse
it, and the checkout's files are never written over newer ones.

The manifest hands the action's token to github-script's own
github-token input, which is what the client is built from; without
that the token input would never be used. No author or committer is
set, so the commit belongs to the token's identity and GitHub signs it.
The checkout is left where it was, with the prepared files in the
working tree, which the README now says.

The runCommit tests run real git to list the changes and assert the
requests the API would have received; the local bare remote is gone.

… finish the push wording

The README prescribed wiring the TypeScript line of pup through its own
GitHub Action, with a `uses: stellarwp/pup@v3` example, while the review
thread leans towards calling it straight from the script once it ships.
The paragraph now states both options and that either is local to the
script; the sentence about the floating tag went with the example.

Text that still described a push after the move to the API is updated:
the template's comments and input description, the root README, the
JSDoc of resolvePupRelease (a missing release is caught by the
release-page check now, not by the download), the phar-less branch
comment (the branch-version check lives in runPrepareWithPhar, not
below), and the ref-update error, which blamed a moved branch although
GitHub answers 422 for a deleted one too. The warning list of the README
gains the custom-strategy case the code already emits.

- A custom versioning strategy, `versioning` set to a `.js` or `.ts` file: the action does not
check the version's shape. See [Versions it refuses](#versions-it-refuses).

Annoyingly, you cannot directly set a .ts file for a Custom Versioning or Writing strategy due to how Node imports the file at runtime 🫠

While you can use .ts to create it, it has to be compiled down to Common JS before it actually runs. This is documented in Changelogger's README.

Two [actions/github-script](https://github.com/actions/github-script) steps run `release-prep.js`,
with the changelogger action between them. The first validates the inputs, the `.puprc` and the
changelogger strategy, then runs pup. The second commits through the API. github-script supplies the Node runtime, `exec` and
the `github` client, built from `token`; there is no dependency to install and no bundle to build.

It looks like Claude didn't wrap this as expected. Not a dealbreaker as when the README is rendered it looks fine, but still weird. May as well fix it 🤷

const { data: blob } = await github.rest.git.createBlob({
owner,
repo,
content: fs.readFileSync(path.join(cwd, change.path)).toString('base64'),

This technically grabs what is on disk instead of what was staged. While unlikely to be different (e.g. .gitattributes line-ending normalization or an LFS pointer), git cat-file blob <sha> would give exactly what was staged.

The staged blob's SHA is already in the git diff --cached --raw output: it's the fourth field, which parseRawDiff currently skips ([previousMode, mode, , , status]). The diff would need --no-abbrev so it's the full SHA, and the blob should be read as a Buffer (e.g. execFileSync) rather than through exec.getExecOutput, which decodes as UTF-8 and would mangle binary files.

Node imports the strategy file at runtime, so a TypeScript one has to be
compiled to CommonJS before it runs. Naming only .js keeps the bullet from
suggesting a .ts file works as-is.

One line ran to 125 characters with the sentence breaking mid-line. The
paragraph now wraps at the width used around it.

The commit step read each file from the checkout to base64 it into the
API upload, but what git staged is what a local commit would carry:
.gitattributes normalization and LFS pointers can make the staged blob
differ from the bytes on disk. The raw diff already lists the staged
blob's sha (now kept full with --no-abbrev), and git cat-file blob
reads exactly those bytes, as a Buffer, so binary files survive.
