Run the conformance tests on labeled PRs, weekly, and for releases - #488

Conversation
Move the conformance jobs into conformance.yml, which runs on PRs labeled conformance, weekly on main, on demand, and when ci.yml calls it for a release tag. Document when to apply the label and how releases check conformance before tagging. Clarify the Reference Documents section.
… read ci-ok needs every job a PR runs, so branch protection can require one check instead of each matrix entry. Only create-github-release writes with GITHUB_TOKEN, so it asks for contents: write and the rest of CI reads.
