Now that swiftlang/swift#89028 has been fixed, we can remove the
platformsrequirement from the Package manifest. However, to do so, we needswift-http-api-proposalto remove it first.Because
swift-http-api-proposaldepends onswift-http-serveras a submodule though, it won't build without the platform requirements unless we add this missing guard to the NIO HTTP server.
