Summary
Tweaks the layout and structure of the combined docs
builds the Embedded Swift content as a Swift package, mapping to changes upstream so that we don't loose the abstract for the collection (was previously built as a "bare" docc catalog)
re-organizes the docs - pulling TSPL, Diagnostic, and Migration together about the language, then referencing core libraries as "StdLib and Testing", before dropping into tools below. Based on interactive feedback reviewing the content.
