[ci]: Tidy examples/go.mod on Dependabot PRs - #242

The examples module replaces the root module with ../, so a root dependency bump can move shared indirect deps forward and leave examples/go.mod stale. The dependabot.yml grouping only helps when the bumped dependency is listed in both go.mod files. When it isn't, as with the gocloud.dev bump in #240, Dependabot edits the root alone and `mise run build` fails on the examples module. Add a workflow that runs `go mod tidy` in examples on Dependabot PRs touching go.mod or go.sum and pushes any change back to the PR branch. Pushes made with GITHUB_TOKEN don't trigger workflows, so it then dispatches ci.yaml on the branch, which gains a workflow_dispatch trigger for this. Once the bot commit lands, Dependabot stops rebasing that PR on its own; `@dependabot recreate` still works and the workflow tidies the recreated PR again.
