fix(kiosk): a chore for a later part of the day isn't tickable yet
The kiosk offered a live Done button for an evening or night chore at any
hour. As on the child card's locked preview, such a chore now shows
"Available at 17:00" (the start of its part of the day) instead, and gets
its Done button once that period starts. It stays in the day's total.
Missed chores still follow elapsed_time_mode, as before.
fix(kiosk): a later chore's opening time follows HA's clock
"Available at 17:00" on the kiosk goes through the shared clock helper
when it is loaded, so a 12-hour HA profile reads "05:00 PM" (#771).
