This PR adds a differential fuzzer comparing ANTLR and Pratt parser implementations in cel-go, and updates build configurations and targets for cel.dev/cel-go. ### Changes Included 1. **Add Pratt parser differential fuzzer for cel-go**: Adds `fuzz_pratt_parser.go` comparing AST representations generated by ANTLR and the Pratt parser. 2. **Update cel-go OSS-Fuzz targets to cel.dev/cel-go and support local source mount**: Updates package import paths, build scripts, protobuf definitions, and documentation for local debugging with helper.py.
