Generalize the hotfix workflow into a maintenance release workflow - #138
Turns the hotfix workflow (#135) into a general maintenance release workflow so it can publish a regular patch release from a maintenance branch, e.g. 1.0.9 from 1.0.x. The current release-hotfix.yml only accepts prerelease versions such as 1.0.3-hotfix.1, so it can't do this.
Approach
Renames release-hotfix.yml to release-maintenance.yml (🛠️ Maintenance Release) and changes it as follows:
Versions: accepts both release versions (1.0.9) and prereleases (1.0.3-hotfix.1). For each selected SDK, the run stops if the version isn't later than that SDK's current version on the branch, or if it leaves the branch's major.minor line. That catches mistakes like 1.4.1 on 1.0.x. Hotfix-style prereleases on top of a released version (1.0.3 → 1.0.3-hotfix.1) are still allowed.
dist-tag: defaults to release-<major>.<minor> (e.g. release-1.0), so each maintenance line moves its own tag. latest is still rejected, so npm install @thunderid/<pkg> keeps resolving to the mainline release.
GitHub Releases: each release's notes start from that package's previous version tag (e.g. sdk/react/v1.0.8, sdk/browser/v1.0.7). A release is marked as a prerelease only for prerelease versions, and is never marked latest.
Build only: the workflow runs build without typecheck, matching release.yml. The nuxt typecheck can't run on 1.0.x because its script calls vue-tsc, which isn't a dependency there. That failure also stopped the earlier 1.0.3-hotfix release attempt before anything was published.
Unchanged: internal workspace:^ dependencies are still pinned to exact versions at publish time. This matters more for release versions: ^1.0.9 also matches 1.4.x, so without the pin react 1.0.9 could resolve browser 1.4.x.
Before the first run:
If npm trusted publishing (OIDC) is enforced for these packages and token publishing is turned off, release-maintenance.yml has to be registered as a trusted publisher, because the file name changed.
Manual test round performed and verified. The YAML parses, and the version and dist-tag checks were run locally against the cases above. The workflow itself has not run on GitHub.

Added a maintenance release workflow that supports stable patch versions and prereleases.
Maintenance releases default to a version-specific npm distribution tag, with validation to prevent unsupported tags and version changes outside the package’s current major/minor line.
Release notes can start from the package’s previous version when available, and releases are marked as prereleases when the requested version is a prerelease.
This pull request is labelled parity/prs-not-needed: nothing here has to ship in the other ThunderID SDKs. If that changes, swap the label for parity/prs-raised.

Walkthrough
The maintenance release workflow now accepts stable patch and prerelease versions. It resolves an omitted npm dist-tag, validates version progression for selected packages, builds and publishes them, and creates GitHub Releases using package-specific previous versions when available.

Summary
Workflow inputs and labels .github/workflows/release-maintenance.yml
The workflow uses maintenance release names and an optional dist-tag input. Its concurrency group and release job labels also use maintenance release terminology.
Version validation and package tracking .github/workflows/release-maintenance.yml
The workflow accepts stable patch or prerelease versions, resolves and validates the dist-tag, and checks that each selected package advances within the same major/minor line. It records each package’s previous version.
Build, publish, and create releases .github/workflows/release-maintenance.yml
The workflow runs the build task, publishes packages with the resolved dist-tag, and creates GitHub Releases using each package’s previous-version tag when available. Releases are marked prerelease when the requested version contains a hyphen.

Rename release-hotfix.yml to release-maintenance.yml so it can publish regular
patch releases from a maintenance branch (e.g. 1.0.9 from 1.0.x), not only
prereleases such as 1.0.3-hotfix.1.
- Accept release and prerelease versions, and reject versions that are not
later than each package's current version or that leave the branch's
major.minor line.
- Default the dist-tag to release-<major>.<minor> so each maintenance line has
its own tag; `latest` stays rejected.
- Start each GitHub Release's notes from the package's previous version tag,
and mark it as a prerelease only for prerelease versions.
- Run only build, like release.yml. Older maintenance branches can carry
typecheck setups that no longer run (nuxt's vue-tsc on 1.0.x).

Numeric locale collation ordered prerelease identifiers differently from
SemVer (e.g. it accepted 1.0.9-hotfix.10 after 1.0.9-hotfix.2-1, which SemVer
orders before it), so a release could move the maintenance dist-tag backward.
Compare dot-separated identifiers per SemVer 2.0.0 instead, keeping the
exception that allows a hotfix prerelease after its stable version.
