Builds design/POWER-EXPORT-PLAN.md (#82) on rc31, as 1.4.0-rc32.

  • Power Export Facility (Power tab; 20 gears, 20 planks, 20 logs a half; 200 science): two linked halves, one worker each, one power connection each. Send power to …, Charge my batteries first, Use my batteries for …. One way per pair of colonies, one to one, relays A → B → C, never a circle. Sends only what the other can use, after your own buildings. No trade at the building.
  • Power rule: two colonies' power networks never join except through a facility (placement refusal with preview, and the game's network join guarded in separate colonies).
  • Ctrl+P shows every colony's power (the road view's squares); H / top-right Power opens the Power window.
  • Native panel modelled on the Trading Post's; English strings; TWO-COLONIES, README, site, changelog, version bump.
  • Independent review: no desync risks found; its two logic findings (a paused half, batteries emptied into the partner's batteries) are fixed and tested.

Checks: both configurations 0 warnings; StabilityTests 558/558; RuntimeChecks 508/508 on both builds; water snapshots OK. Not played.

…w (1.4.0-rc32)

A building of two linked halves, one worker each, that sends one colony's
spare power to another; two colonies' power networks never join
otherwise. Ctrl+P shows every colony's power; H opens the Power window.
Built from design/POWER-EXPORT-PLAN.md; details in STABILITY-CHANGELOG.md.

…never fills another colony's batteries

A half's worker grace let a paused half's partner keep giving power for a
few ticks; a paused or blocked half now stops both at once. With "Use my
batteries", stored power goes only to the buildings down the chain, never
into the other colony's batteries. A node nobody owns joins one colony's
power only. The flow status reads batteries only when they may be used.
