Fixes PM-6427.
Opening Billing Account Details previously launched all challenge and assignment-payment lookups concurrently. Route those lookups through a shared queue that allows one request at a time with a 500 ms gap, preventing the large request burst to the finance endpoint. Disable focus/reconnect revalidation for these supplemental details so returning to the tab does not repeat every lookup.
Ledger rows and existing fallback values still render immediately; large accounts take longer to finish supplemental amount/fee hydration. Individual failures preserve the existing row fallbacks and do not block subsequent queued requests.
