Fixes PM-6457.
Show an Edited timestamp beside the original posting time when a forum post's API updatedAt is later than its createdAt. This applies to starter posts and nested replies, uses the existing forum date formatting, and avoids labeling unchanged or deleted posts as edited.
Validation: all 27 forum tests pass, including changed starter posts/replies and unchanged posts; full
