Release jobs need release-creator 0.6.5. The shared lock still selects 0.6.4, and the seven-day cutoff blocks the new version without a reviewed upload time. This updates the floor, lock, and cutoff together.
The local-source test now uses a directory package. Its previous fixture removed the version from an index package, which is not a valid local source.
