Replace custom lock and build-constraint commands with a universal Nab lock. Use the PyPI Simple API for artifact checks and resolve fragment authors through GitHub commit associations. Render RST notes with Docutils and keep release preparation in named workflow steps.
Pin the shared PR commit and remove inputs that the new Action interface derives from the repository. This lets the release-creator PR checks and its tagged release use the same shared contract.
Towncrier checks added PR fragments but does not inspect the files removed by release preparation. Check staged deletions against the configured fragment categories before the release App pushes the patch.

Use Nab's universal
pylock.tomlin place of custom lock and build-constraint commands. Its single resolution covers the release groups and each target's build dependencies. Artifact verification reads the PyPI Simple API; Warehouse accepts byte-identical reuploads of a complete distribution set.Fragment links use GitHub's commit-to-pull-request API, and reStructuredText notes use Docutils. The changelog categories, author credits, and release anchors remain intact. The CLI also drops flags that had one value across callers.
This is the package side of github-workflows #3. Its verify-only Action needs a release of this CLI before that workflow's lock can be refreshed.
