Drop Python 3.10 support and add Python 3.15 to the CI matrix. Update packaging metadata, Ruff settings, and release/audit workflows for Python 3.11+.

Refresh the dependency lock from PyPI and make CI use each matrix interpreter with locked dependencies. Keep fixture generation below Python 3.14 because torch.jit.script is unsupported on newer interpreters; tests use the committed fixtures.

Require Python 3.11 or newer, update packaging and Ruff settings, and refresh the dependency lock from PyPI. Make uv use each matrix interpreter and require the lockfile during CI installation.

Keep fixture generation below Python 3.14 because torch.jit.script is unsupported on newer interpreters, and document that tests consume the committed fixtures.
Configure uv to exclude dependency releases uploaded within the last week.
Disable fail-fast for the test matrix so failures on one Python version do not cancel the remaining jobs.
Set the ty Python target explicitly to 3.11. Update contributor guidance to reflect the Ruff py311 target and the Python 3.11-3.15 CI matrix.
