Adds .github/CODEOWNERS with * @KeeTraxx, so GitHub requests a review from KeeTraxx on every new pull request and it shows up in their review-requested inbox. Works on the free plan because the repository is public; KeeTraxx has admin (write) access, which code owners need.

GitHub validates the file on this branch with no errors (GET /codeowners/errors?ref=plumberduck/codeowners → {"errors":[]}). It applies to pull requests opened against main after this merges, not to this one. GitHub never requests a review from a pull request's own author, so pull requests KeeTraxx opens get no request.

Summary by Sourcery

New Features:

  • Add repository code ownership rules that assign all files to KeeTraxx for review requests.

GitHub then requests a review from KeeTraxx on every new pull request, so they
land in the review-requested inbox.
