The task concurrency option, named limits, the concurrencyLimits namespace and the chat session concurrency options are new features, so the release is a minor, not a patch.

Summary
The new concurrency surface (the task
concurrencyoption, named limits, theconcurrencyLimitsnamespace, and the chat session concurrency options) is a feature release, so the two changesets move from patch to minor. All packages share one fixed version group, so the next release becomes a minor across the board.Stacked on #4906 so the approved stack stays untouched.
