Summary
Adds agent_config/model_endpoint_override.yaml with AGCFG-014 (medium, 0.5, repo
scope) and bumps manifest.yaml schema_version 39 → 40 (provisional). Rule count
386 → 387.
Verification
trustabl rules validate: 387 rules valid under schema 40. Identical to the engine's
testdata/rules-fixture copy.
