Existing trace assignments are currently movable during global, selective, partial, and section rerouting. Honor
connection.isFixed/routeIsFixedby retaining their initial assignments and excluding them from rip sets, while allowing same-net reuse of their occupied ports. Independent planners that do not implement fixed occupancy reject the policy explicitly. The regression uses the existing real T113 board: all 192 preloaded routes and 644 segments remain unchanged while 42 new connections route, then survive serialization and section solving. No new synthetic topology fixture.
Validation: full TypeScript check and 47 relevant tests pass. This supplies the native fixed-trace contract needed by the DDR autorouter/core handoff.
