The blocker search can prove that a route has no path even with movable blockers removed, but selective rerip still retries the whole graph. Stop on that proof; keep retries for search cutoffs and partial repairs.

Nine added lines, with no new graph search or cache. Used by autorouter #3531, stacked on the real H3 SVG repro.
