setup-nucan stop CLI snapshot jobs when it cannot find a release forversion: '*'.Use
hustcer/setup-nuv3.29, which includes release lookup retries. Pin Nushell to0.116.1so the action resolves an exact release tag. Renovate keeps both version pins current.Fixes the setup failure in this CI job.
