Domus has specifications but no reproducible development workspace or executable project quality gate. This first M1 increment adds locked tooling, meaningful tests, architecture contracts and a separate CI Check workflow so application implementation starts behind those controls.

Changes

• Add Python/uv and Node/pnpm configuration with lockfiles, strict Ruff/mypy/TypeScript checks and reproducible setup instructions.
• Implement a pure fail-closed CI aggregation policy and a Markdown link checker with tested command adapters.
• Enforce Python import/cycle contracts and a frontend dependency-cruiser policy, including fixture evidence for outward imports, frameworks, presentation adapters, cycles, unresolved modules and type-only imports.
• Run all applicable suites for every PR update, drafts and documentation-only changes included. The final CI Check requires all four jobs to succeed. Actions use immutable commits and read-only permissions.
• Guard 29 installed Copilot resources with exact hashes, retaining the existing dependency-setup exception without editing that action. A source-inventory guard requires new product runtime code to register its own coverage/architecture gate.
• Register only existing partial delivery-quality evidence in the catalog and keep all capabilities Draft/proposed.

Validation

• 64 Python tooling/workflow tests pass; all 73 statements and 34 branches in domus_tooling are covered (100%).
• 11 Node architecture tests pass. The measured policy is declarative: one executable statement and zero authored functions/branches; it is not product UI coverage.
• 10 real Python architecture fixture tests pass; the actual tooling package also passes its import/cycle contracts.
• Ruff, formatting, mypy, TypeScript, local document links and whitespace checks pass.
• The updated owning SDD passes the unchanged original Copilot format/consistency functions against the actual merged foundation base.
• The pinned SDK validator reports 30 remaining absent-evidence errors for the other ten capabilities. The reduction from 33 comes only from real tooling/CI source and tests; no schema/status workaround or Copilot change is used.
• CI Check passed all five jobs for implementation commit 8a1c8fb (run 40800913976) and current documentation-only head 8c4983d (run 40801287304). All suites ran again for the documentation-only update; no path filtering or skipped required job was used.

Scope

This implements development infrastructure only. Household application/API/UI, HA authentication/runtime integration, deployment packages, Stable/Edge acceptance and Chrome dogfooding remain pending. The 353 planned product acceptance cases are distinct from these 85 executed tooling tests.
