Mapbox has a dependency on WebGL, and if the browser didn't support WebGL, the entire React tree would get thrown away. This PR checks first if the mapbox would be supported.

Disabled WebGL on chrome with the terminal command
/Applications/Google\ Chrome.app/Contents/MacOS/Google\ Chrome --disable-webgl(confirmed by going to https://get.webgl.org/) and saw the new disabled map
