A build-directory run can find libraries through
RUNSHAREDor the original installation prefix even when the installed relative paths are wrong. Add dedicated Linux and macOS jobs for the experimental mode proposed in python#119696. Each job moves the installation, hides the original build directory, and runs the installed interpreter with selected loader environment variables removed. The jobs cover copied and symlinked virtual environments as well as the installed standard library. The macOS job also covers the explicit rejection of framework builds before framework relocation is implemented. The existing installed-build job remains independent. Related downstream request for CPython suite coverage: astral-sh/python-build-standalone#642. Stacked on #46; framework support follows in #51.
