[Description of PR]
This PR adds support for building and publishing numcodecs wheels for Windows ARM64 - Updated the wheel builder script to include Windows ARM64 builds.
The existing Windows ARM64 CI environment uses GCC for compilation, which fails because the GNU toolchain is not available for Windows ARM64. Updated the script to use the LLVM toolchain paths for Windows ARM64 builds.
The tests/test_pickles.py::test_backwards_compatibility test passes on Windows ARM64 but is reported as XPASS(strict) because it is marked as xfail on Windows. Updated the xfail condition to exclude Windows ARM64, allowing the test to pass normally on this platform.
