Add ALTS deployment roles and playbooks - #40

Move the ALTS RabbitMQ, scheduler (with Flower) and Celery worker Ansible roles and playbooks here from the alts repository. Roles get an alts_ prefix, role-specific templates move into their roles, and the inventory lives in inventories/alts. TLS certificates and keys are no longer kept in the repository, the deployer puts them into the gitignored playbooks/files/alts/.

Copy the Ansible Vault encrypted RabbitMQ and Celery certificates and keys from the alts repository unchanged, so ALTS can be deployed from this repository with the vault password.

Moves the ALTS deployment (RabbitMQ broker, scheduler with Flower, Celery workers) here from the alts repository, so all ALBS deployment code lives in one place.
