Move deployment roles and playbooks to albs-deploy - #234

The Ansible roles and playbooks for RabbitMQ, the scheduler and Celery workers now live in the albs-deploy repository. Remove them here along with the committed TLS certificates and keys.

deployment/. The Ansible Vault encrypted TLS certificates and keys fromdeployment/files/are copied unchanged to albs-deploy..gitignore: replace thedeployment/*rules with a singledeployment/entry, so leftover local inventories and vars don't get committed.Merge after the albs-deploy PR.
