External RLE preview distribution

This long-lived draft PR hosts only the external registry and packaged RLE binaries. No implementation source changes are included. It does not need to merge for customers to install; please retain the branch while this registry is in use.

Current version

0.8.26-preview for Windows, macOS, and Linux on amd64 and arm64. Archive URLs are pinned to artifact commit f677fcca092d7f8e649d47f41df296310d180720, with SHA-256 checksums in the registry.

Validation

• Cross-compiled and packaged all six platforms using the external release script.
• Downloaded the public registry and every archive anonymously.
• Verified every SHA-256 checksum, archive entrypoint, and embedded public registry URL.
• Regression-tested release preparation, prior-version preservation, PR reuse, first-run checkout creation, source-isolation/failure guards, and unchanged internal release behavior.

Future external releases push only archives and registry updates to this same branch and reuse this PR. GitHub Release assets are a follow-up; the customer registry URL can remain unchanged.

Local end-to-end install verified: registered the public branch as rle-ext, installed azure.ai.rle 0.8.26-preview from it, and ran azd ai rle version and help successfully. All six anonymous artifact downloads matched the registry checksums and embedded upstream registry URL. No RLE environments, jobs, or repository visibility settings were changed.

Superseded by #10423 with customer-facing source alias rle, branch rle-releases, and registry.rle.json. The renamed release is validated. As requested, the preliminary rle-external-releases branch is being deleted; there are no customer installs to preserve.
