Adds workflow_dispatch to fenicsx-tests.yml and drops its release push trigger, matching Basix, FFCx and DOLFINx (FEniCS/dolfinx#4660). During a release each push to release ran these tests against other components' half-updated release branches. The release manager now runs them once every release branch is updated. Tag, PR and weekly runs are unchanged.

tsfc-tests.yml gets the same change: no release push trigger, plus workflow_dispatch.

Also adds a one-line RELEASE.md pointing to the DOLFINx release guide.
