refactor: simplify Git process capture on .NET 11

Use .NET 11's Process.ReadAllLines() to capture Git stdout and stderr concurrently without application-owned event handlers or completion events on that target. Keep the existing .NET 10 implementation. This is the first narrow BCL follow-up from #5210; it does not close that issue.

Line-based capture preserves the existing output contract: normalized platform newlines, blank lines, and a trailing newline for an unterminated final line. Process setup, environment scrubbing, argument handling, logging/redaction, start-error wrapping and exit-code handling remain shared. No timeout/cancellation behavior or performance claim is introduced.

Validation on macOS arm64 with SDK 11.0.100-rc.2.26504.105:

• Managed-backend suite: 174 passed per framework (net10/net11), zero failures or skips, before the final Unicode case was added.
• Final focused GitCliExecutorTests: 9 passed per framework, zero failures or skips. Covers CRLF/LF/CR, blank and unterminated lines, empty output, separate streams/nonzero exits, large interleaved output, quoted arguments/environment, Unicode and process-start failure.
• Formatting verification passed for the changed files.

Windows/Linux behavior still needs PR CI validation; the real-Git tests use Git's shell-alias support rather than depending on a separately installed shell. This remains a draft pending review and cross-platform CI.
