Add inclusive and exclusive Block/Warp scans over typed payloads, with preserved input validity and fresh results. Register prefix membership for later operations while retaining the supported Scan participation contract.
Builds on #12088. The owning comparison isolates this review unit; the GitHub diff against
mainis cumulative.Validation on the reconstructed layer: formatting, host tests, clippy and docs, native provider coverage and standalone public examples on CUDA 13.3 / sm_120, plus 106 existing Block/physical/logical Warp Scan cases and memcheck, racecheck and synccheck. Historical broader diagnostics, sanitizer and profile evidence retains its original source attribution.
