ci: upgrade Nx and migrate worker configuration - #8807
Upgrade nx and @nx/devkit from 23.2.0 to 24.0.0, migrate distributed CI into .nx/ci-config.yaml, and use start-workers / stop-all-workers.
Keep the existing E2E parallelism: false behavior. The project-scoped E2E scheduling experiment was reverted after it showed no speedup and the run hit a benchmark unit-test startup timeout. No test or timeout changes remain.
Increase linux-medium-js workers from 4/8/16 to 6/12/18 for small/medium/large changesets. Keep dynamic task packing enabled; Ultracache remains disabled.
Use task-based affected selection and automatic Nx summary output for agents.
Apply the Nx 24 sandbox configuration migration, preserving exclusions.
Include CI config in shared inputs and refresh the full cache bust. Restore normal Preview cache sharing, default PR checkout, and dynamic affected-base selection after the controlled trials.
The completed cold-cache trials all passed with zero cache hits:
The 19-medium trial saved 42 seconds of Test job time for about 6% more estimated credits. These are single samples; the final 6/12/18 allocations have not been benchmarked separately. Experiment PRs retain their controlled setup for reference.
I have tested code changes locally with the relevant test commands, or tests do not apply to this pull request.
I fully understand the code in this pull request, including any code generated with AI assistance.
Validation:
pnpm format, Nx schema/YAML checks, and git diff --check passed.
Resolved graph confirms all 290 E2E targets retain exclusivity.
E2E inference, fixture manifests, and documentation restored to the pre-experiment version.
Earlier core/history and React/Solid/Vue unit/type/lint and representative concurrent E2E checks passed. The prior 16-medium baseline passed all 17 checks. CI for the final 6/12/18 allocation and restored workflow defaults is pending.
🚀 Release Impact
This change affects published code, and I have generated a changeset.
This change is docs/CI/dev-only (no release).
Summary by CodeRabbit
CI
Test jobs now use distributed workers and scale the number of agents based on changeset size.
CI cache tracking now accounts for additional shared configuration changes, helping ensure relevant checks run when those files are updated.
Documentation
Updated validation guidance with clearer commands for running targeted checks and reviewing full logs when tests fail.
Merging this PR will not cause a version bump for any packages. If these changes should not result in a new version, you're good to go. If these changes should result in a version bump, you need to add a changeset.

The pull request updates Nx dependencies, CI distribution and cache configuration, and PR workflow worker commands. It also changes Nx validation guidance in repository documentation.

Summary
Nx version and configuration package.json, nx.json, .nx/workflows/ultracache-config.yaml, .nx/ci-config.yaml, .nx/workflows/dynamic-changesets.yaml
Nx dependencies move to version 24. Shared task inputs and cache exclusion keys are updated. CI distribution uses 6, 12, or 18 agents by changeset size, replacing the removed 4, 8, or 16 worker assignments.
CI worker lifecycle .github/workflows/pr.yml
The workflow adds Nx Cloud settings, starts Nx Workers, and stops all workers during cleanup.
Validation commands use run-many with explicit projects and targets. The guidance also describes summary output, failure logs, and diagnostic output options.
CI cache behavior depends on an external workspace setting; explicitly disabling Ultracache would make the intended behavior reliable.

Explanation
The title "ci: upgrade Nx and migrate worker configuration" matches the main changes. The PR upgrades nx and @nx/devkit from 23.2.0 to 24.0.0 and moves distributed CI settings into .nx/ci-config.yaml. The workflow now calls start-workers and stop-all-workers. The title is concise, follows the conventional commit style, and names the primary change. It does not cover the sandbox migration, the cache bust, or the AGENTS.md updates, which is acceptable for a title.
Full details: Description check
Explanation
The description follows the template. It has a Changes section that explains the Nx 24 upgrade, the worker migration, the 6/12/18 worker allocations, and the reverted E2E experiment. It includes benchmark data and validation notes. The checklist is filled in, and AI authorship is disclosed ("AI-authored with Codex."). The Release Impact section marks the change as docs/CI/dev-only. The description is detailed, but it contains no unnecessary sections. Its validation section says CI for the final 6/12/18 allocation is still pending, which the author states openly.

Nx 24 can enable Ultracache from the Nx Cloud workspace setting. This workflow does not override that setting, so it does not enforce the stated disabled-Ultracache behavior. If the workspace enables Ultracache, CI may use recorded inputs instead of the declared task inputs.

Brings in Node 26.12.1, Version Packages (#8745), the TanStack Markdown
rendering guide (#8808) and the Nx 24 upgrade (#8807). Conflicts were
limited to a version bump in the Solid Rspack quickstart example and
pnpm-lock.yaml, which was regenerated with pnpm install.
