Timing experiment only; do not merge as an independent product change. Compare with #8807, the fresh 16-medium-worker baseline at f793766a51.

More workers: use 19 linux-medium-js for the full-workspace changeset. Smaller changesets retain the baseline allocation. The only differences from the baseline are this allocation and a unique nx.json cache bust.

Keep the same application code, Nx 24, .nx/ci-config.yaml worker lifecycle, dynamic task packing flags, E2E parallelism: false, and Playwright worker counts. Preview cannot warm the Test cache; checkout uses the exact branch head and all trials use the same fixed comparison base.

Compare final Nx execution time, Test job time, cache hits, unique task coverage, actual worker allocation, failures, and recorded compute usage. One run per configuration is exploratory evidence. No retries, timeout changes, or application fixes are part of the experiment.
