Summary

  • remove Debian Bullseye from the two packaging workflow matrices
  • remove Bullseye from the active build, test, and upload registries
  • delete the Bullseye test image
  • retarget the existing generic PostgreSQL-version test to Bookworm without adding retirement-specific tests

Debian 11 Bullseye LTS ended on August 31, so it should no longer participate in active packaging automation.

Rollout context

This is separate from #425. The caller-side matrices should land before release and pin adoption changes consume the updated platform set.

Archived packages and historical maintenance paths are intentionally preserved.

Coordinated builder retirement and the complete consumer PR list: citusdata/packaging#1234. Land consumer removals before deleting the Bullseye builder, especially the live ARM64 consumers in citusdata/packaging#1233, citusdata/packaging#1226, and citusdata/packaging#1225.

Public installers: citusdata/packaging#1236. Automation hosts: citusdata/test-automation#280.
