Preview at https://cornerstone-data.github.io/eeio-docs/pr-preview/pr-18/

Summary

  • ee/index.md, GHG extension overview: what E and B are, the seven gases and AR6 GWPs (fossil and non-fossil CH₄), what's excluded (household direct emissions, LULUCF), territorial vs residence basis, the steps every country goes through, emissions data years, and assumption cards.
  • ee/country-tiers.md, GHG data by country tier (replaces the ee/data-sources.md placeholder): Tier 0 is the U.S. GHG model (inventory totals, direct, facility-report, physical-fuel and purchase routes, GHGRP floor and ceiling). Tier 1 covers the national sources. Tier 2 covers FIGARO (air emissions accounts vs EDGAR-based countries with CEDS corrections) and ICIO (total CO₂e only, U.S. gas mix). Also Tier 3 template and rest of world.
  • Glossary: adds CEDS, EDGAR, GHGRP, Residence basis, and Territorial basis.

This PR is based on io_table (#17), so it shows only the GHG changes.

Open items

  • Accounting basis for Japan and South Korea emissions data
  • Figures still to add: a map of GHG data sources and a timeline of data years (the GHG pipeline diagram is done)
  • Source questions for @MoLi7 (see comment): where the Japan emission sheets come from, which FIGARO edition the GHG footprints are on, and which ONS release the UK file is

@MoLi7 a few source questions came up while adding citations to the GHG pages. Could you help confirm?

  1. Japan GHG data. The Japan loader reads emission sheets (D_CO2, D_neCO2, D_CH4, D_N2O, D_HFCs, D_PFCs, D_SF6, D_NF3) from 2020IOT_incl_int_eng.xlsx. We couldn't find these sheets in the published MIC 2020 Input-Output Tables for Japan. Where did this file come from? For example, was it supplied by the Japan IO team, or taken from NIES 3EID or another dataset? We need a source to cite. The page currently says "Environmental data published with the Input-Output Tables for Japan".
  2. FIGARO GHG edition. We read the FIGARO-application footprint files (env_ac_co2fp, ch4fp, n2ofp, hfcfp, pfcfp, nf3sf6fp), and the code labels them 2026 edition. Eurostat's GHG footprint datasets still end at 2023, last updated 22 Jan 2026, so they look built on the 2025 FIGARO tables rather than the 2026 edition (2010–2024). Which FIGARO edition are the emissions on? Does that create an edition mismatch with the 2026 IO tables we use?
  3. UK emissions release. The UK loader uses 05atmoshpericemissionsghg_2024.xlsx, the 2023 row. The October 2024 ONS release seems to have only provisional 2023 estimates; full 2023 detail came with the June 2025 release, corrected 2 Mar 2026. Which release is this file from? I'll update the citation (onsAtmosphericEmissionsGreenhouse2024) to match.

Thanks!

Thanks @WesIngwersen for flagging! See below for confirmation/clarification.

  1. Japan GHG data. The file is the NIES 3EID dataset (Embodied Energy and Emission Intensity Data for Japan Using Input-Output Tables), not a MIC publication. The workbook was shared with us last year by Keisuke Nansai (author of the dataset), with title "3EID for 2020IOT", version 2025-06-03. It is available in 3EID's new website. It is built on the 2020 Japan IO tables (390 sectors) and reconciled to Japan's GHG inventory submitted to the UNFCCC in April 2025. Please cite 3EID (Nansai et al., NIES) instead of "Environmental data published with the Input-Output Tables for Japan".
  2. FIGARO GHG edition. You're likely right. Our "2026" label is attached to everything we download from FIGARO, emissions included. The footprint files were downloaded on 10 Aug 2026 and cover 2010–2023. If Eurostat's last update was 22 Jan 2026, they come from the 2025 FIGARO tables, so I'd describe them that way rather than as 2026. In practice the mismatch should be small. We take total direct emissions by emitting country and industry and ignore how they are split across final uses, so the IO edition matters mainly where FIGARO estimates emissions for non-EU countries. I'll fix the label in the code.
  3. UK emissions release. It's neither of those. The workbook's cover sheet says "Released: 5th June 2026", and it covers 1990–2024. We read its 2023 row. Please point onsAtmosphericEmissionsGreenhouse2024 at the June 2026 release.

Write the GHG extension overview (gases, GWPs, scope, accounting basis,
shared steps, data years) and replace the data-sources placeholder with
a country-tiers page covering Tier 0 (U.S. v0.6) through Tier 3 and the
rest of world. Add glossary terms for CEDS, EDGAR, GHGRP, and residence
and territorial bases.

Extend data/country_tiers.csv with country names, IO source and year,
and GHG source and year, and generate the table on the Methods by
country page from it with figures/scripts/methods_by_country.py.

Add 38 verified references (U.S. inventory, facility, energy and vehicle
data; EDGAR, CEDS, OWID, FAOSTAT, Eurostat, OECD, ONS, Bank of Korea,
IPCC GWPs and guidelines) and cite them inline on the GHG overview and
GHG data by country tier pages.

Cite NIES 3EID for Japan GHG data, describe FIGARO emissions as built on
