chore: release labelle-cli 4.1.1 for WASM threads

Release CLI 4.1.1 with merged #525, propagating before-generate hook environment to assembler generation. This is required for the published WASM threads pipeline; FP dual bundle was verified locally.

Correct the provider-doctor fixture's stale backend assertion: backend interpretation now comes from assembler describe, while this fixture deliberately installs no assembler. It still asserts the project-root report, provider ordering, aggregation and subprocess behavior. The corrected fixture passed all 27 invocations locally on Windows with Zig 0.16.

The E2E main run exposed this assertion failure; the release branch is being checked with the correction before tagging.
