### Environment variable references

`lightspeed-stack.yaml` accepts `${VAR}` wherever `${env.VAR}` is supported.
Both forms behave the same. Variable names contain one or more uppercase
letters, digits, or underscores.

Both spellings support these forms:

- `${VAR}` or `${env.VAR}` uses the variable's value. Resolution fails if the
variable is missing or empty.
- `${VAR:=default}` or `${env.VAR:=default}` uses `default` when the variable
is missing or empty.
- `${VAR:+value}` or `${env.VAR:+value}` uses `value` when the variable is
non-empty. Otherwise, it substitutes an empty string.

The shell-style `:-` default operator is not supported. OGX converts resolved
numeric strings to numbers and boolean strings to booleans. An empty result
becomes `null`.

Both references below use defaults if their variables are missing or empty:

```yaml
service:
host: "${SERVICE_HOST:=0.0.0.0}"
port: "${env.SERVICE_PORT:=8080}"
```

LCORE resolves its configuration values while loading. For deferred values,
including those in `ogx.config.native_override`, LCORE writes `${env.VAR}`
references to the generated `run.yaml`. OGX resolves them at startup.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Resolve the BYOK vector_db_id before the comparison too.

The comment says new entries have resolved values. That premise is wrong in both callers:

  • synthesize_configuration (Line 1453) and generate_configuration (Line 1688) normalize their raw input but do not resolve it.
  • brag["vector_db_id"] therefore reaches Line 333 as ${env.STORE_ID}.
  • existing_store_ids holds resolved values.

Trigger: an operator writes vector_db_id: ${STORE_ID} (either spelling), and an existing registered_resources.vector_stores entry refers to the same store.

Result: the membership check never matches, and a duplicate vector store registration is appended. If the existing entry is a literal ID, the result is the same.

Resolve both sides for the comparison. Keep the raw reference in the emitted entry.

Review comment at @src/ogx_configuration.py around lines 318 - 321:
Resolve each BYOK vector_db_id with resolve_env_references before checking
membership in existing_store_ids, and add the resolved ID to the set after
appending to prevent duplicates among new entries. Keep the original
vector_db_id in the emitted entry so its reference remains deferred.
