Contributing to OpenReconcile

Start in the community repository:

1. Read AGENTS.md and docs/PROJECT-CONTEXT.md.
2. Check docs/context/GATE1.md before proposing a new testing engine.
3. Load the contribute Skill if you are using an agentic coding tool.
4. Existing operator maintainers: load the onboard Skill (community/.cursor/skills/onboard/) or run openreconcile onboard <path>. Do not restructure the host repo.

Do not send public reports of defects in third-party operators until DISCLOSURE.md exists and has been followed.
