A transient internal error (e.g. an API read failure) leaves the `Ready` condition unchanged and is retried with backoff; it is not reported as a distinct reason, so on a first reconcile the condition may remain absent (`Unknown`).
On a revision's first reconciliation the `Ready` condition is initialized to `Unknown`/`Pending`, so it is always present. A transient internal error (e.g. an API read failure) leaves the `Ready` condition unchanged and is retried with backoff; it is not reported as a distinct reason (while the revision is still `Pending`, it stays `Unknown`/`Pending`).

Limit the Ready guarantee to eligible revisions.

An archived revision can finish its first reconciliation without a Ready condition when sibling listing fails. The controller also skips Pending initialization during deletion. Replace “it is always present” with a guarantee limited to active, non-deleting revisions after a successful status write. Consumers must still handle an absent condition before that write. Review comment at @docs/draft/concepts/clusterobjectsets.md at line 230:
In the Ready-condition description, replace the unconditional guarantee that the
condition is always present with a guarantee limited to active, non-deleting
revisions after a successful status write. Note that consumers must handle an
absent condition before that write.
