flake8 7.4 requires Python 3.10. black 24+ puts stub bodies on one line,
so E704 is ignored per black's flake8 guidance. R0917 is disabled since
making those signatures keyword-only would break public APIs. E0606
caught a real crash in generate_rpkg when rpkg_data lacks
pkg_help_title or pkg_help_description.
