Fifth of the stack, on top of #643. Manual payments store
recordedBy, the user id of the admin or special user who recorded it (res.locals.userId). The invoice page shows it.Who can record a payment: the admin router requires
hasPacketPrivileges(packetName, userId), i.e. site admins plus the special users on that packet's set. Unchanged here.Lint passes; not exercised in the browser.
