Summary
Appends MCPCFG-004 (high, 0.6) and MCPCFG-005 (medium, 0.6) to
agent_config/mcp_client_config.yaml and bumps manifest.yaml schema_version 37 → 38 (provisional). Rule count 383 → 385.
Verification
trustabl rules validate: 384 rules valid under schema 38. Identical to the engine's
testdata/rules-fixture copy.
