Change and mathematical scope

Adds six exact existing workload/resource records as readable files, plus their provenance and a source-based reuse assessment. This closes the concrete input-access gap encountered while reconciling the complete H25 resource bill after source assembly in PR #6752. It does not claim a completed numerical bill, normal or optimized fit, scientific execution, performance improvement or a frontier change.

The six source/review bodies total 180,936 bytes. The original C01-C15 decomposition, historical control-union index, model-fit review/dispositions and adopted native/adapter bodies are preserved byte-for-byte. Historical and conditional findings retain their original scope.

Task-bound all-state/all-author searches and 14 refreshed PRs are recorded in REUSE-DECISIONS.json. Actual selected caller/receiver and owner bodies were inspected where marked; metadata-only checks remain labelled. Other contributors' compiler-invoice, retained-record-inverse and causal-capacity reviews concern different objects. No repository-wide absence or novelty claim is made.

The reconciliation keeps complete accounting separate from later execution acceptance. It identifies the two finite-prefix jobs in the selected carrier, the genuine registry/opening owner rather than a different manual financial namespace, the assertion-on full-arm boundary, and the lower inherited address-space limit. No completion flag or oracle is changed.

Validation

All six bodies match their retained exact SHA-256, size and original source bytes. The flat package inventory also records raw Git blob IDs and mode 100644. Use sha256sum -c SHA256SUMS for byte integrity. The public input mapping records source-specific roles and acquisition identities.

This is an inert text/source export. No source import, archive decoding, compiler/native operation, unchanged control rerun, scientific replay, runtime input creation or new execution grant was performed. There is no scientific replay hook. Hosted planning is separate from fit qualification.

Open next questions

Bind the complete adopted workload to the existing production bill interface, with exact sources, modes, charging owners, action multiplicities, original oracles, inherited limits and every cold setup, failure retirement, capture/readback and final tail accounted for once. Unknown terms prevent a complete bill. Actual current runtime/owner/native qualification and complete mode-fit observations remain open.
