[Camera streamer 3/5] Standalone NVDEC CUDA decoder - #1391
Decode H.264/HEVC through a standalone NVDEC pybind11 extension and expose CUDA frame buffers, including NV12-to-RGBA conversion. The extension and Python wrapper build independently of robot-control and Isaac Capture runtime dependencies.
Part 3/5 of the split of #1358. Base: #1390. Review this PR against its selected base to see only this component. The original PR is retained for discussion/history; it has not been rewritten or closed.
Per maintainer approval, files missing an explicit grant now carry Apache-2.0 headers. The three Argus-derived helpers (EGLGlobal.h, EGLGlobal.cpp, and Error.h, introduced in part 2) retain BSD-3-Clause notices; the missing upstream notice in EGLGlobal.cpp has been restored. Temporary LicenseRef-NVIDIA-Internal-Review metadata has been removed. All five parts pass full pre-commit checks; the combined stack also passes 7 portable C++ tests and 47 Python tests after this licensing-only update. Merge in order, retargeting/rebasing each dependent PR as its parent lands.

Testing
Built the CUDA/NVDEC extension on the NVIDIA workstation using CUDA 13.3 (SM 89); 2 Python decoder-wrapper tests passed. No live decode was exercised in this split-validation pass.
SKIP=check-copyright-year pre-commit run --all-files passed on this exact part. C++ additions were checked with clang-format-14.
Checklist
I have read the contribution guidelines.
I have run the full pre-commit checks.
Documentation matches the components available in this part.
Component tests are included where applicable; the viewer has CLI validation and awaits live operator testing.
Component directories now live directly under examples/camera_streamer/, without an intermediate visualization directory. Build paths, default-profile lookup, tests and license annotations follow the flattened layout. Reconfigure native builds after updating an existing deployment.

Walkthrough
Adds an NVIDIA NVDEC decoder for H.264 and HEVC streams. The decoder writes RGBA or NV12 data to caller-provided GPU buffers and supports 180-degree rotation. The change adds C++ and Python interfaces, a CMake build for the native module, workstation setup instructions, and CPU-side Python tests.

Other than the existing findings in previous comments, I found two additional improvements. The updated head fixes decoder serialization, CUDA error cleanup, and reset recovery. Both wrapper tests pass; live GPU decoding remains unverified. The failed CI wheel gate reflects cancelled dependencies.
nv_video_decoder.cpp:250 — Reject unsupported decoded formats. The pinned SDK returns P016 for HEVC Main10, but these paths interpret every surface as 8-bit NV12. Matching dimensions therefore allow corrupted output while reporting success. Check GetOutputFormat() before copying or converting, and reject unsupported formats with a clear error.
💡 SUGGESTION
codec_bindings.cpp:119 — Validate the NV12 output’s dtype and writability. A focused check of the actual helper accepts both contiguous float32 arrays and read-only buffers. Native code subsequently writes bytes using a pitch of width, corrupting the float layout or modifying storage advertised as read-only. Require unsigned 8-bit elements and data[1] == false before decoding.

Validate these suggestions in context before applying them. Skip anything already addressed, incorrect, or not worth the churn.
Reject non-NV12 decoded surfaces in both output paths, releasing the frame and CUDA context before raising.
Validate NV12 output dtype and writability; add CPU tests for float32 and read-only rejection.
