[Camera streamer 5/5] CUDA IPC viewer and GMSL operator runbook - #1393
Display mono or stereo CUDA IPC streams in a desktop viewer with stream selection, full-resolution scaling, and timing diagnostics. Completes the standalone install/send/receive/view runbook. The reviewed workflow uses explicit commands; the optional launcher, duplicate documentation and historical import/validation files from #1358 are omitted.
Part 5/5 of the split of #1358. Base: #1392. Review this PR against its selected base to see only this component. The original PR is retained for discussion/history; it has not been rewritten or closed.
Per maintainer approval, files missing an explicit grant now carry Apache-2.0 headers. The three Argus-derived helpers (EGLGlobal.h, EGLGlobal.cpp, and Error.h, introduced in part 2) retain BSD-3-Clause notices; the missing upstream notice in EGLGlobal.cpp has been restored. Temporary LicenseRef-NVIDIA-Internal-Review metadata has been removed. All five parts pass full pre-commit checks; the combined stack also passes 7 portable C++ tests and 47 Python tests after this licensing-only update. Merge in order, retargeting/rebasing each dependent PR as its parent lands.

Testing
Viewer CLI help succeeded. Across the combined stack: 7 portable C++ tests, 12 Orin unit/loopback tests and 47 Python tests passed; native sender and decoder builds succeeded. Live streaming remains for the operator to retest.
SKIP=check-copyright-year pre-commit run --all-files passed on this exact part. C++ additions were checked with clang-format-14.
Checklist
I have read the contribution guidelines.
I have run the full pre-commit checks.
Documentation matches the components available in this part.
Component tests are included where applicable; the viewer has CLI validation and awaits live operator testing.
Component directories now live directly under examples/camera_streamer/, without an intermediate visualization directory. Build paths, default-profile lookup, tests and license annotations follow the flattened layout. Reconfigure native builds after updating an existing deployment.
Summary by CodeRabbit
New Features
Added a camera-stream receiver that can display selected streams or report frame statistics, limit processing by frame count, and export timing data to CSV. Cross-host latency is reported only when the sender and receiver clocks can be compared.
Documentation
Expanded the camera-streaming guide with network setup, deployment, receiver installation, supported sensor modes, viewing options, tuning, diagnostics, and validation.
Added instructions for selecting mono profiles and scaling the viewer.

Walkthrough
The camera-streamer example adds a CUDA IPC consumer that subscribes to receiver streams, reads guarded frame slots, and supports display, sampling, latency metadata, and optional CSV output. New Python tests cover connection cleanup and frame-read locking. The README and project guidance document deployment, profiles, testing, and validation. The changes also add packaging metadata and dependency declarations.

Explanation
The title names the two main parts of the stack's final PR: a CUDA IPC viewer and a GMSL operator runbook. The raw summary and objectives confirm the viewer for mono or stereo CUDA IPC streams and the install/send/receive/view runbook. The title is specific and accurate, though the '[Camera streamer 5/5]' prefix is stack metadata rather than a change description.
